The Christmas telescope

I think I've figured it out. The heroine is a career astronomer who has taken a chance by working with a small, scrappy space start-up. Dispatched to a fictional island nation to support the company's attempt to get its first scientific instrument into space, she finds herself stuck with nothing to do but play tour guide of the facility to local dignitaries. As it is pushed back again and again, she realizes she's going to be spending Christmas there. But! One of those local dignitaries is a hot prince! And as he helps marshal local resources which aid the launch in totally implausible ways for plot reasons, romance blooms, something something true spirit of Christmas!
