One thing, though: if no bid had appeared (or if the election returns no winner for any other reason), the decision about where Westercon 76 would go is first up to the Westercon Business Meeting, which can pick a committee with all rules suspended other than having to be somewhere in North America west of 104° W or in Hawaii. It's only if the Business Meeting can't reach a decision that LASFS has to take charge of it.
It does appear that there are some people (probably not any current LASFS board members) who think LASFS should make the decision without reference to the Business Meeting, but that's not what the Westercon Bylaws say.
