The new recommended convention for Japanese names in Western languages calls for the family name to be printed all in capitals. I have seen this for years in the author listings for academic or scientific papers printed in European journals (eg, something like "Carl MACEK and ITANO Ichiro").

I've also seen the capitalization used in places like e-mail address headers. I doubt it's really intended to be used in running text!
